I have been trying to make up my mind. I am torn between two possible outcomes and it's driving me just a bit nuts. I can't make up my mind and until I do, I don't see how I can make any progress. Do I put a fence in the foreground of my painting or not? It's here. What do YOU think?

If you are looking for an opinion, here's mine: add the fence. It adds another layer to the perspective of the scene. I could see myself standing on this side of the fence wondering where the other side eventually leads to.
IMHO. ;)
And yes, groupies are always welcome! :)
Hmmm... I think I like it without the fence.
I looked at the photo you are basing the painting on...I think the fence is a distraction in that photo. So I would leave it off...or perhaps have the fence only go part way across.
I dunno. Tough decision.
I'm trying to remember the photo of the "original???" you're duplicating and I think I remember the fence being kind of distracting, also. Many horizontal lines. And if that's what you like, then do it.
I'm the kind of person who would print a copy of the photo you've taken and sketch the fence in, to see if it's what I thought it would be. But I'm weird like that.
I like the glazing.
I think the fence would be nice!
